The Kickstart Scheme

The new £2 billion scheme aims to help young people, aged 16-24, who are currently on Universal Credit and at risk of long-term unemployment, secure a 6 month paid work placement that could lead to apprenticeship or job opportunities in the future. Stockport College will work in partnership with employers to facilitate training and development tailored to the needs of young people, giving them the best chance of sustaining long-term employment. This will form evidence that employment training has been provided.

To be part of the scheme, an organisation needs to take on 30 candidates OR work through an intermediary.

Stockport College is an intermediary and can help employers to work with young people to find placements and support them into employment.

What will Government Funding cover?

The government funding for the Kickstart Scheme will cover:

100% of National Minimum wage for 25 hours per week

Employer National Insurance Contributions

Employer Automatic Endorsement Contributions

The payments for the scheme will be made to the Intermediary (Stockport College), there will be a £1500 payment at the start of the placement to support the set-up costs and any necessary training and development. Then, the employer will be paid at the 2, 4 and 6 month stages.

What else you need to know

The training and development from the placement should:

  • Support the young person into employment
  • Support career development

The extra funding at the start of their employment (£1500) is to support young people to build their experience and help them move into sustained employment after they have completed their Kickstart Scheme job placement.

Stockport College offers a programme of courses to get candidates work ready pre-interview and we offer re-training and ups killing to increase a candidate’s future employability.

Are there any rules around the job placements?

The job placements created with the Kickstart Scheme funding must be new jobs.

They must not:

  • Replace existing or planned vacancies
  • Cause existing employees or contractors to lose or reduce their employment
  • Replace recent redundancies

The new jobs must be:

  • A minimum of 25 hours per week, for 6 months
  • Paid at least the National Minimum Wage for their age group
  • Should not require people to undertake extensive training before they begin the job placement
